Nautical? Flashlight with Red and Green Lens and "C" Clamp

I found no name or other information on this flashlight. It requires two D cell batteries for operation. I did install two fresh D batteries and tried it out but it did not light up. I checked the bulb but can't tell for sure if the filament is still in tact or not. I have never seen a flashlight like this one. It could possibly be made for boating safety, I don't know. There is a C clamp attached to the bottom that looks like it came from the factory. The flashlight looks to be in really good condition. Possibly the bulb is bad or maybe the flashlight needs a good cleaning in order to make good electrical connections. It is being sold as is.
